Subject: ASA recognition and constitution


We used to be recognized by the Association of Student Activities (ASA).
Starting from 1990, we haven't been.

1.  Why do we want to be ASA recognized?
--we can reserve rooms
--we can a mailbox in w20-401
--we get to have a space at the Activities Midway during rush.
--we get to put a flier in the freshman mailing.
--the administration, when deciding if a group exists or not, will only
consider if we are ASA recognized.
--we can get finboard funding(if not already funded by a department, see below)
--we can apply for an office (though I don't think we need or would get one)

2.  What do we need to do to be ASA recognized?
--we must turn in a "Activity Rerecognition Form" which requires a bunch
  of information I'll ask in the next mail message.  I've got this form.
--we must turn in a constitution.  See below.  This is so that they know
  we're organized and they know we don't contradict rules and such, and
  they'll keep it on file until we change it.

3.  What is this about a constitution?
--we must turn in a constitution.  It must say:
  1.  our official name
  2.  our purpose
  3.  who is eligible for membership, what determines if someone is voting or
non-voting, what determines when someone loses his membership status
(i.e. graduating, failure to pay dues, etc.)
  4.  how often meetings are held/under what circumstances a meeting is held
      what determines quorum, how decisions are made, etc.
  5.  Officers and duties
  6.  when and quorum necessary for elections
  7.  removal and replacement of officers
  8.  amendments
  9.  by-laws, if applicable
  10.  an agreement to abide by ASA regulations
--Do we know what the old one said?
  YES!  Fortunately, as mentioned above, the ASA keeps this stuff on file.
  I got a copy, and typed it in.  It's in
/afs/sipb/user/mosquito/SPS/old-constitution.txt
  Read it.  It doesn't satisfy the above restrictions, but I'm told we can
  just resubmit it.  I think it has problems we need to work out, though.
--Do we need to use the old constitution's restriction on amending it?
  NO.  The old constitution is NULL and VOID as far as the ASA is concerned.
  We may feel we need to, though.  But it will mean passing it at least 2
  weeks after the next meeting.

4.  Who funds us?
   I don't know.  I figure it's either the Physics department or Finboard.
--If the physics department funds us, we are not eligible for funding from
  Finboard.
--If not, we are eligible for funding from Finboard.
--I'm told by a UA mucky-muck that we are probably funded by the Physics
  department.
