... the simple answer is that you don't.

In general, a searchable index requires running a program on a web server,
and we don't allow random people to run arbitrary programs on our web
server.

If you're interested in setting up a service which you think we might be
interested in helping you to provide, then you're welcome to make a
suggestion to us, explaining your proposal....

Otherwise, you'll need to set up your own web server to provide whatever
services you're interested in.
