Minutes of the SIPB Telecommunications Subcommittee of 10 June 1981 The meeting was called to order at 19:35 by David C. Plummer. In attendance were RLL, Alan, ACW, GJC, c/, DCP, JSL, RK, and Barmar. We looked up our letter of 30 April 1981 to Wes Burner with the detailed capital budget request. The request was for $30K, where approx. $20K was for use in purchasing thirteen new video terminals and associated hardware for placement in dormitories. The other $10K was for purchasing a graphics printer for the ADM3A, a graphics upgrade for a VT100, a DZ11 for extending the terminal concentrator, Vadic dialouts for the terminal concentrator, and a programmable clock for the concentrator. Unfortunately, we have only been budgeted $20K for capital equipment, so cuts will have to be made. RK suggests that we wait until we hear from the Activities Development Board (ADB) before making any decisions. JSL suggests that we allocate what we can now, due to the long time it often takes to get what one orders. He suggests that we purchase only six terminals and not the graphics printer. He says we should not buy the dialouts with the money from Wes as it is the type of thing that the ADB would probably want to fund more than IPS would, as IPS doesn't get much out of them. The concensus seems to be to punt the programmable clock ($500), as all it is for is keeping time, rather than for terminal concentrating. Several people feel that we should get rid of the ADM3A. If we do, then we also don't need the graphics printer, as it only works with the ADM3A. If we keep the ADM3A, then we don't need the VT100 upgrade as badly. JSL suggests that we buy the DZ11, the VT100 upgrade, and spend the balance of the money on terminals. Then we should wait until we hear from ADB before we decide on the rest. We should look into the possibility of selling the ADM3A. Two parallel proposals are presented to the Board by this meeting: Item Approx. There was discussion about the location of the terminal concentrator. We will try to put it in the darkroom. RLL will conform this with Leo Ryan. We called WMY to find out what is known about our ADB proposal. We had given a $20K proposal to FinBoard, but it isn't known whether it ever made its way to ADB.
