Minutes of the SIPB Meeting of 21 July 1980

	The meeting was called to order at 19:30 by William M. York.
		
	In attendance were GMP, WMY, RLL, HGA, RK, ACW, RDM, JSL, c|,
		and Alan.
			
	Late were: Naha.

	The minutes of the meeting of 14 July 1980 were read and
		accepted as corrected.

	Treasurer's Report:

		$4728.82 have been spent this month so far.  More than
		50% of this is disk storage.  Perhaps the Student
		hierarchy should be cleaned up.  SCEP is using an
		immense amount of storage.  Perhaps they should be
		asked if they want to move their stuff to NBDD
		or to tape.

		There is no word yet on our budget for FY 1980-1981.

	Chairman's Report:

		The chairman has revised the Gray letter, and it will
		be printed and put up on the blackboard for comments.
		Then we will show it to Corbato and see what he
		thinks.

		The secretary talked to Robert Cavanaugh, the
		Assistant to the Director of Physical Plant and head
		of the MIT Space Administration, who remembered
		us from when we got the Student Center Terminal Room.
		At first the secretary just asked what the prospects
		were for another terminal room.  Cavanaugh was
		discouraging about the prospect for getting more space
		unless we could arrange a hack like the one we pulled
		in the Student Center.  However, he referred us to
		William Dickson, the Director of Physical Plant, who
		seems to be directly involved in the early planning
		phases of the VLSI project.  Dickson said that a
		decision about Building 39 would be reached this
		month, and we should get in touch with him around the
		beginning of the school year.  We have a tentative
		invitation to whatever meeting they may hold on the
		subject, and the administration seems to recognize the
		importance of keeping some terminal facilities on
		campus.

	Office Report:

		We bought rubber cement.

		RK called the alumni office.  They had never heard of
		the funds matching program.  Oh well.

		The chairman will try to get LAL's stuff out of the
		office. 

	Computer Services:

		c| is a self-styled twit.  She has not yet gotten the
		OK2RUN list for the 370, so that we can figure out who
		should be flushed.

		Naha came in at this point, with fascinating facts
		about the paint job in Bexley's basement.

		The chairman crashed Multics while debugging a new
		front end for the command interpreter, with character
		at a time hacks like command completion.

		Rogest Dively bought a Basic manual using his Student
		money.  Someone should call him up.  He should return
		the manual or pay for it.  It cost $4.80.  This seems
		to be the Publications Office's fault.  They seem to
		have hired an incompetent who doesn't know that he is
		supposed to check the project to see if it is valid.
		We will hold them responsible for it.

		Jane Martini called during the meeting to report that
		APL refused to execute the assignment operator .

	Telecommunications:

		The New House terminal was finally really repaired.

		Naha should call Telecommunications to make sure that
		we are getting phones for the midway.

		The Student Center Library will reopen tomorrow and
		all our terminals except one Teleray will be moved
		back there.  In place of the Teleray we will move the
		ADM 3A graphics terminal there.  The Teleray will be
		put in the office for the time being.

		People should make a point of learning to use the
		graphics terminal, so that they can provide consulting
		support for our users.

		Purchasing routed our purchase order for single-strike
		ribbons to Lab Supplies.  RDM told Lab Supplies that
		we really do know what we are doing and Lab Supplies
		sent the PO back to Purchasing.  The result of this
		delay is that we are going to have to borrow ribbons
		from the Math Department.

	Publications Report:

		We have NUMS and Emacs guides.  NETS are at Beane and
		will be ready tomorrow.  They should be picked up.
		The NETS master is now fixed, with the
		page-foo-of-blank bug repaired.

		The Emacs guides are of the old variety, not the newer
		one that JSL is working on.  JSL will create a new
		master this week.  In the meantime some will be
		dprinted to the X1200.

	R/O Report:

		HGA punted the Computer Tour.  The various Allans and
		Alans will do it.  GMP will handle the Center.  HGA --
		Concourse Logo and maybe Math.  More to come.

	Annual Report Report:

		The applications for Fiscal Year 1979-1980 have been
		tabulated.  A total of 964 users came in and asked us
		for money last year.  Thanks to all who helped to
		enter the statistics.

		Maybe the new Fiscal Year's applications should be
		distinguished in some way, because separating them out
		is the hardest part of entering the statistics.

		A file of people vs. interesting projects and people
		vs. courses was also generated.

	Other:

		Roger has found a place that can lease to Leo Ryan
		four VT-132s for six months, which will take them up
		to DECs delivery date.

		RLL saw some VT-100s on the fourth floor rented from
		Electrorent. 

	Applications:

		Elmar V. Noeth wants a Coop account.  He has funding
		from the Psychology Dept.  Approved.

		Carl Hylin speaking for MITSFS wants $75 to work on
		Pinkdex again.  After an immense amount of worry about
		how committed we are to this project, we gave them $75
		with the understanding that we accept a commitment to
		fund them up until they can start production runs.

		Jane Martini had $80 added to her Coop account.

		Total appropriations: $635 without Coop
		  Autoed: $560, all Student
		  To Meeting: $75, all Student.

		Coop: $80

	Other Other:

		Ron Mabbitt trashed another automobile with his
		bicycle.

		Another party is planned at the chairman's residence
		for the 2nd or 3rd of August.
