Minutes of the SIPB Meeting of 28 July 1980

	The meeting was called to order at 19:30 by William M. York.
		
	In attendance were c|, RLL, Alan, Naha, ACW, WMY, RDM, GMP,
		Helen J. Wechsler (the Secretary's sister).
			
	Late were: ZRM, JPT, JIS, JSL, CWH.

	The minutes of the meeting of 21 July 1980 were read and
		accepted as corrected.

		JPT (Joe Goldstone) came in during the minutes.

	Treasurer's Report:

		So far this month we have spent $6070.07.  This is
		high but not a record.

		Alan called the people from SCEP, since they are our
		largest storage users.  They seem to be in the middle
		of crunching their data.  They are willing to move
		their stuff to NBDD if it doesn't affect their
		operating procedure.

	Chairman's Report:

		The chairman bought a house.

		The newest version of the Gray letter is on the
		blackboard. 

	Office Report:

		No one picked up the daily or did SIPBADMIN work for
		about four days.

		The two mail-order Lisp Notes packages were finally
		mailed, by Naha.

		There is a list of things on the blackboard that
		really ought to be done.

		According to a newspaper advertisement, there are
		rolling armchairs for sale at Cambridge Office
		Furniture for only $54.  We decided to get three for
		the office.  Alan will visit them tomorrow to see if
		they have any left and if they are any good.  If there
		are and they are he will buy them.

		There is still some of LAL's cruft in the office: the
		chairman is trying to get rid of it.

		Should we on-linify the applications statistics
		incrementally during the year, rather than all at
		once?  It would not be very hard to automate the
		applications procedure, but in order to do so we must
		have a terminal logged in continuously.  Can we afford
		it?  Perhaps Wes could be convinced that this cost
		should really be absorbed by the Center.  After all,
		Bobby Burke is logged in all day for much the same
		reason.

	Computer Services:

		Merging last year's applications into the archives has
		been held up while we decide how to distinguish this
		year's applications from last year's.  We will get 500
		form B's and 500 continuation forms in some distinctive
		color like orange.

		There is a 370 account number with no name attached to
		it.  We will try to find out who it belongs to.

	Telecommunications:

		The terminals were moved back to the Student Center.
		Most of the things there work.  One line is still
		gronked, and one Teleray thinks it is a VT100.

		Naha called the Telecommunications office.  We really
		are getting the phones for the midway.

		People should learn about the graphics system so that
		we can help people use it.

	Publications Report:

		No one has yet picked up the Nets.

		We need to modify the Policy Statement to say that
		people are not allowed to buy manuals with our money.

		JIS will go talk to the Publications office about
		Messrs. Duffy and Dively, who succeeded in buying
		manuals with our money.

		The Emacs guides have not yet been finished.

	R/O Report:

		ACW has a tentative list of sites being considered
		for inclusion in the 1980 computer tour.

		There seem to be enough modems and couplers for the
		Midway.

	Annual Report Report:

		GMP will process the applications statistics.

	Other:

		Joe Goldstone should learn to take applications.

	Applications:

		Should Coop accounts be made autoable?  It was moved
		that Coop accounts should require the approval of two
		SIPB members, one of whom is an EC member. This
		mechanism shall be called ECTM. If the first EC member
		to vote on such an application should NOT approve then
		the application MUST be decided upon at a meeting of
		the board.  Failed.

		We reaffirmed that all Coop applications will be
		brought to meeting.

		Walter H. Sargent wants a Coop account to edit his
		thesis.  Aye.

		The Daily Confusion wants $200 to publish their R/O
		week newsletter.  The application was taken from a
		letter, and the letter betrayed some confusion about
		the nature of SIPB funding.  Also they had not put
		their signature on the application.  Deferred to
		discretion of office.

		David T. Chan was Warned for printing CSC newsletter.
		His files were deleted and he was turned back on.  He
		seems not to have known that CSC already had an
		account.
		
		Ali Ahmadi had $30 added to his Coop account.

		The Wallace Astrophysical Observatory had $20 added to
		their Coop account.

		Elmar V. Noeth had $150 added to his Coop account.

		

		Total appropriations: $450 without Coop, all autoed
		Student. 

		Coop: $200.

	Other Other:

		Somebody paid for sodas with subway tokens.

		Lee Parks is around.

		Spencer has been hacking old Freshman Picturebooks.
		He has found many pictures of people now associated
		with the SIPB.

		Penny, Alan, and Dave Moon are going West sometime in
		late August to set DLW on his way East.

		Victoria Station Restaurant has an all-you-can-eat
		barbecued ribs dinner for $6.95.

		RDM, JSL, and HGA visited with JIS at the latter's
		country retreat.

		There will be a picnic at the chairman's residence
		next Sunday.
