Minutes of the meeting of 8/7/78.

Meeting was called to order at 19:30.

In attendance:  Alan, archy, ACW, BSG, CAH, CRD, CWH, DLW, GMP, HIC, JIS, JSL,
KHG, RDM, SAS, and 54.  BEE, DCH, MBG, and  ED came in late.

Minutes of the previous meeting were read and approved.

Treasurer's report:  We received a letter from Wes Burner stating our official budget.
Total allocation: $119,500 (including terminal budget and SIPBTEXT funds).  He says that
he would like us to produce a "Center supportable" (eventually) text processing system.
KLE found out that it is OK if we spend our budget in different ways than those
originally stated in our proposal (i.e. terminal substitutions).  We should make a very
serious effort to produce a winning "product" to show the Center at the end of the
year.  It could lead to other similar things in the future (including a budget for
actually offering a full-scale text processing service to our users).

User Interrupt:  Wes Burner has asked us to handle the administration of a
terminal that he is buying for the Black Students' Union.  This includes
paper, ribbons, service contract, terminal choice, etc.  KLE volunteered to
handle the paperwork involved.  They will probably get a DecWriter and an
acoustic coupler, pending our own terminal research.

Board Interrupt:  Thomas Wong would like to borrow a terminal for a demonstration
given by Prof. Larsen on 8/8/78.  We will ask RLL if he can use RLL's TTY43, as
it is easier to move it around.  If not, we will give him a DecWriter.

Vice Chairman's report:
CBF and LSP logged into the IDC computer system and found out from RMF that we
were buying terminals without them...  They woke up DLW (again through RMF),
who was clever enough to say nothing, feigning sleepiness.  CBF called that
night (Thurs, Aug 3) and was very upset, claiming that we needed no more printing
TTYs, etc.  DLW explained our decision to him, and the means by which we
reached it.  DLW explained that the decision was firm, and that it was
reached in a non-shady fashon, by a clear majority of the Board (including
those members abroad).  CBF called again this afternoon, and repeated his
opinion that we should not go through with the TTY 43 purchase because 
printing terminals are dead, and that we should be pushing current technology.
These opinions are said to be supported by RK, OTA, and LSP.  We will wait until
they return.

Treasurer's report:  (cont'd) We are spending on ECS at a furious rate, SIPBAPL
has also picked up.

Chairman's report:  Chairman finished a master of the "Freshman Letter", brought it
in.  RLL took it to get it test-copied (a quality sample), but did not return it
for this meeting, as he was supposed to.

Office report:  Office manual is being re-written.  Many old forms are being updated.

Multics report:  East Campus Computer Facility is running a diablo service.  They
may also be offering keys to the terminal room.

370 report:  The Center is getting several IBM 5100's on a trial basis (charged
by use).  An IBM 5100 is a small mini offering APL and/or BASIC.  A user was
caught maliciously crashing the 370.  He was given a warning form, "just in
case".  Motion to commend him?  Died for lack of second.  We received a letter
from Craig Davis (user hacking for the State of Maine) confirming that he is
completely done, and that he paid us the agreed amount ($250) months ago.
Case closed.

ECS report:  ECS plotting was off for a month.  It has been turned on again.  One
plot was pending.

User Interrupt:  Kosher Kitchen wants money for accounting.  They already applied for
this in previous years, and may have software prepared.  They will check.  Given
$50 for development/running.

Publications:  Many old publications were flushed, some to be re-written.  A
manual rack will go to East Campus.  Motion to put a full set of Multics manuals
in the Student Center.  Passed, many to one.

Midway report:  Need handout revisions before midway!  archy will do.  We are
probably going to have a micro-mind with a large video screen for easier
vewing by the audience.  People will prepare for the midway in advance.  There will
be a meeting...  Wednesday, 20:00, in 9th floor lounge.

Other:  Minor administrative actions were confessed to by various members.

Telecommunications:  We have a new room in the Student Center library for out terminals, pending lighting
and noise considerations.  We are working details out with Dean Holden and Physical
Plant.  There will be a tour of the room for SIPB members led by KLE
after the meeting.  We order the TTY 43's.  We got a good deal ($1070 a piece,
$3210 total), including delivery next week!  Winnage!  Last week's terminal meeting
brought up the possibility of getting a cheap line printer for the Student
Center.  We were pledged one HSLA port (without any charge) to hardware a terminal to
by Roger Roach.  The printer may be a good choice for the wire.  The suggestion to
hardwire all West Campus terminals seems to be a poor one in light of restriction
of use of the terminal so wired, and cost per month of Multics HSLA ports (LSLA ports
may be cheaper).  Dormline has offered us wires to dorms at ~$100 per.  We can
get a TTY 40 printer for ~$2700 with no features (i.e. needs a lot of padding).
We may have a hard time  finding a place to put it.  We will check other printers,
look into placement, etc.  Terminal meeting also discussed possibilities for video
terminals.  Concept 100 is too fragile, VT100 has no insert/delete char/line features
(will be available in a future release, the VT132).    The Perkin-Elmer Owl looks
good, but it is expensive.  The office may be being offered a Plasma Physics Group TV
in return for potential software development.    Many scenarios were discussed.
We are interested!  The Center is selling ribbons and type wheels  for use with the
Diablo in the East Campus Computer Center.  There may be a Diablo in the
pool room someday.
