I move that except as provided below, the topics discussed at a closed
meeting of the SIPB may be discussed with anyone who is a member of SIPB
at the beginning of the closed meeting, so long as that member agrees to
be bound by SIPB policy regarding closed meetings.  A simple majority
may move to increase confidentiality of subsequent discussion of a
particular topic at a closed meeting.
