The motion is to make sipb-private@ into a list containing those
members who are actively participating in SIPB — either by frequenting
the office or maintaining communication with the SIPB community, or by
contributing regularly to SIPB projects.  The precise list of members
should be reviewed annually before the EC elections by the EC members
to remain up-to-date.  The EC may also conduct reviews of the list of
members at its discretion.  Any members who do not meet these criteria
shall be moved from sipb-private@ to sipb-staff@ and notified of that
change.
