XML::Twig depends on XML::Parser

For installing XML::Parser, need

/mit/perl5/bin/perl Makefile.PL LIB=/var/tmp/alex_c/lib
EXPATLIBPATH=/mit/outland/lib EXPATINCPATH=/mit/outland/include

so the attach-and-run script will need to attach outland, as well...

the stuff in the bioperl-ext package really doesn't look all that useful
or well-used.  i think it's best to skip it.
