In addition, APSJW also urged Prime Minister Miyazawa to take certain necessary measures to help heal the wounds the Japanese having inflicted on Chinese and citizens of other Asian countries during World War II. It said the standing committee of the National People's Congress agreed to join the Berne Convention for the protection of literary and artistic works and the Universal Copyright Convention, during its meeting that ended on Wednesday. Economic reformers are eager for CHINA to become a member of the General Agreement on Tariffs and Trade (GATT), the organi- sation that sets the ground rules for world trade. Official newspapers have said that joining the two conventions would be a step forward in the GATT bid. "We are concerned that Mr. Bao receive a fair trial," State Department spokeswoman Margaret Tutwiler said. "We have raised his case on a number of occasions with the Chinese and have made very clear to them our belief that when Mr. Bao is tried, international observers should be allowed to attend the proceedings." Press reports have said Bao may go on trial this weekend. (from a CND reader) ___ ___ ___ SCMP 7/1 - THE rapid expansion of China's aircraft fleet - highlighted by this week's US$ 1 billion contract with McDonnell Douglas for 40 aircraft - is triggering sharp growth in related industries on the mainland. Two of the country's largest aircraft maintenance companies are already making plans to boost operations while the major aircraft makers are all now sub- contracting component manufacturing work to Chinese factories. The opportunities for manufacturing aircraft components has already been recognised by other Chinese enterprises. McDonnell Douglas, for instance, began purchasing DC-9 main landing-gear doors from the Shanghai Aviation Factory back in 1979. The company now sources 11 components from factories in Shanghai and Chengdu for use on both CHINA and US-built MD-80 series aircraft. Boeing also sub-contracts the manufacture of components, including vertical and horizontal stabilisers, to Chinese companies. Last month Boeing announced the successful installation of the first Boeing 757 cargo doors manufac- tured by Shenyang Aircraft Corporation. Such an arrange- ment would give Boeing a significant advantage in its contest against McDonnell Douglas Corp., which already has been successfuly courting the huge, promising Chinese market by agreeing to co-produce its models in Chinese factories. The Chinese apparently invited Boeing to submit a bid earlier this month, and are expecting a response by summer's end, according to a person fami- liar with the discussions. He said other jet makers apparently have not been asked to bid. Order "window" and did not apply right away. My understanding is that the covered PRC nationals could apply for the specific benefits at any time during the validity of the Exec. Order, i.e. to 1/1/94. However, INS is throwing the applications back in my face and saying that the FSA can now give permission....I know of know regulations or procedures which allow me to give permission to work, except the "McDonald's" pilot work program which is problematic and not at all feasible for financially needy students. It is important to make pro- fessional achievement and it is even more important to make your work known to your peers in the professional community. Many Chinese students abroad have made notable contributions in their fields of expertise and obtained advanced degrees. The dissertaions pertaining to their degrees are the cumulations of their studies and a rich source of information about origi- nal researches. In order to encourage the communication among researchers in various dis- ciplines and to promote the visibility of the Chinese studnets in China and abroad, Chinese Acedemic Link (CAL), a US-based overseas Chinese students and professionals acedemic organization initiates the project of compiling Chinese Doctoral Dissertation Abstracts Collection (CDDA) as the beginning of her series effort to collect and compile overseas Chinese students and professionals' academic complishment. CDDA will include the abstract of a doctoral dissertation and a brief description of the research activities of the degree holder. Such a collection will be first compiled as in English version and will be distributed among overseas Chinese research communities and the research communities in China (include mainland, Taiwan and Hong- kong) pending financial capability. We are currently explore the possibil- ity of cooperation with some publishers to have Chinese version published and distributed in China. CAL now calls upon all overseas Chinese degree holders who have obtained their doctoral degrees in the last several years in an acceredited instituation outside China to submit the abstracts of their dissertation to the CDDA editorail board. Health Insurance: A Complaint from Reader..............................38 ---------------------------------------------------------------------------- From: Yuguo Huang , 7-2 [Editor's Note: Please be advised that the health insurance company being discussed in this article is apparently NOT the IUB/IFCSS health insurance plan.] Back several weeks, someone on the net complained about the ALL CHINA STU- DENT INSURANCE PLAN through PENTECO Co. in Washington, DC. I have a horri- ble experience with them. And hope it does not happen on other fellows. The story really starts early this year (January), the time to choose the health insurance plan. I used to purchase my insurance from University. I thought maybe it is time to try somewhere else. The cost is the essentially the same between ALL CHINA STUDENT and the health plan on my campus. Then I called the company, and was told that it cost $917 to cover my family (my wife, son and myself). I would get the package kit including ID card and some information regarding the program upon they received the payment. About two weeks or so after I sent the money order, I called the company to check whether they had received the money. I wait about 20 min, finally a lady answered the phone, and said that they had not got my payment yet. A week later I called again, the same experience as the first time, this time they did say they received the money. I would expect the ID card withina month. BTW, I sent the money on Jan. 8, 1992, the first call was on Jan 23, the second call was on Jan. 30, 1992. I waited one month, nothing came from the company, so I called they again on the early March, and I was told that FOUR to SIX WEEKS was the NORMAL to process the application, and I would get the ID card soon. Finally, about two weeks later I got the ID card. However, on the ID card, my enrollment date is Jan. 14, 1992. The worst part of story happened today. I am planing go to Canada. The International Student Office (ISO) won't sign the I20 for visa application without health insurance. When the coordinator of ISO asked me the health insurance, I answered yes I have it. I gave the ID card to her and she called the number on the card to verify the status. She then told me that my health insurance expired on May 14, 1992. I purchased 6-month plan, the expiration date should be on July 14 even though I did not count the two weeks advantages they had took. I then called the company, the guy answered that the rate has increased, I needed to pay the extra to June and July. This really upset me since they had say nothing about the rate when I called they in the January and March. Thanks God! nobody get hurt or sick during the period. After I got that piece of paper for only two months, my supposed 6-month coverage insurance expired! I wonder anybody have the similar experiences. DO WE NEED DO SOMETHING ABOUT IT? ---------------------------------------------------------------------------- 5. Wenzhou Cracks Down on Falsified Documents for Political Asylum........26 ---------------------------------------------------------------------------- Source: People's Daily, 5-30 From: a CND reader, 6-30 The Wenzhou PSB recently cracked a case of offering falsified documents to Chinese abroad who attempt to seek "political asylum". Disciplinary action within and outside the party has been taken against 18 people involved in the case and who are responsible for the crime. To limit the number of illegal emigrants, a number of countries including France, Spain and Aus- tralia have adopted a series of strict measures in recent years and even promulgated special laws. As a result, large numbers of illegal emigrants cannot find jobs and are in straitened circumstances. To obtain right of abode, a number of Wenzhou residents who had left the country illegally wrote to their relatives and friends, asking them to find documents proving their "participation in the turmoil" and "engaging in illegal religious activities" and the course of "persecution" and offer them counterfeit "arrest warrants", "wanted lists", letters of "summons to court", "court decisions", and disciplinary actions within and outside the party taken by the units concerned, so they can apply for "political asylum" abroad. After obtaining residency, these people are used by foreign hostile forces, thus creating a very bad political influence. Most of the people abroad asking for so-called "political asylum" have sneaked out of the country in recent years and are not true opponents of the CCP and socialism nor have they been "persecuted". Objectively speaking, however, their actions have harmed the state's reputation. A supervisor of the Wenzhou port called Chen, who was once a national labour model, elected city people's congress delegate and the provincial and city party delegate, was placed on probation within the party for providing his eldest son with a fake "notice to relatives of the arrestee".
