Subject: Watchmaker volume cleanup

I have decided that it is time to arrange the watchmaker volume (or at
least inventory the contents to possibly cleanup). I will do the work.

This includes checking on man pages/src's up to date, etc.

When done, I will install a README which I expect to be kept up to date
at the top level describing what exists...

I will not make any changes to the volume without first checking for
consensus...

One thing which I would like to remove is the symlinks pointing to the
perl volume for a2p,h2ph,s2p,and taintperl. (Note that the perl symlink
was removed a long time ago and these are sumply utility programs).
If I don't hear from anyone by monday, they will be gone.
