THIS IS THE help LOCKER

This locker holds files referenced by the Athena release via attachandrun.

At a recent owls meeting it was decided that this locker could also 
contain references to help pages maintained by the is-home team, but
that control of the top level of this locker would remain with 
release-team/owls to safeguard the references to it in the release.
