This locker is used for development of the Electronic Ombudsman (lucy)
project, which will be Athena's version of Dear Abby.

If you poke around the source, you may be confused by stuff that
doesn't seem to belong here.  That's because I'm borrowing a lot from
old work, copying files here for convenience.
