The news.answers mail queue is handled via normal mail by an MH mail
system.  The queue is currently stored under AFS, so permissions can be
set on who can read and write to the directory where it is stored.  The
same type of system can be set up under NFS.  This method obviously only
works on a unix system, so if you are not running unix, you may have a
problem.  There really isn't any software that you'd need to do this,
except for mh-mail and typical unix software like that.  I don't think
there's much else I can say about it.  Our system is alot more
complicated that what I've just said here, but that's because we also
deal with the rtfm archive and stuff like that.  Feel free to write us
