those files were preliminary to creating a working FAQ and since
this has been done those files have been abandoned as admin files
for that newsgroup cluster, relegated to the status of 'REFerence'
for the purposes of news.answers.  there are several REFerence files
which have not yet been posted to news.answers in association with
the FAQ, and I'm not sure when they will be completed such that they 
will be ready for that formatting.  meanwhile the FAQ itself mentions
them (and the URL of the website at which they are maintained).
