If you cross-country ski, that's the kind of clothes you wear.

Depending on how cold it is:

head:  wear a thin hat or helmet liner under your helmet.  You might want
    a neck gaiter of some sort if it gets really cold.

hands:  glove liners under your gloves.  I wear cross country ski gloves when
    it gets too cold for glove liners.  (they have rubber on the fingers and
    palm.)

The rest is layers of sweats and/or long johns under my rain suit (wind 
    protection).  Wool socks, boots, etc.  (sometimes I wear neoprene 
    shoe covers over my bike shoes instead of boots.)
