carefully considered the conditions of transition to the Third Empire of
Chelmsland.  The membership of the Council currently stands at

{\better A third Archprelate} shall sit on the council.  Archprelates Virtue and Innocence inform us that this selection shall be made very soon.

{\better At this time,} the Council has come to no final decision and will continue to
deliberate over the course of this week preceeding Midwinter's Night.  The
Council holds the hope that Prince Peter is alive and may return.  The
Council has carefully considered the possibility that Peter may not return. Due to the urgency and importance of the resolution of the Treaty of Julesburg
the Council shall be holding daily session and will periodically be informing
you, the people, further of any important changes or events that may affect
you.  This information shall be disseminated by public cry and postings in the Plaza.

{\better The final decision} of who will be the heir to the throne of the great Third
Empire of Chelmsland will be decided in Council in this week before Midwinder's
Night.  As specified by the Third Treaty of Julesburg, this Council Session
shall be announced more than twenty-four hours in advance and shall require
the attendance of a quorum of the Council as dictated by the Third Treaty
of Julesburg.
