Creating another list does not solve the problem.  

The problem originated when "other people" than those who subscribe to this
list posted their "opinions" to the world.  While, in some cases, this was
welcome... what was not welcome is when everyone around the world replied to
them and their "CC list".  So, we "witnessed" a debate.

Instead, I would recommend that if we continue to see this problem that we
institute a policy like Lochac's list... only those who are "members" of the
list may post to it.

The drawback to that solution is it "may" require a software hack... meaning
someone's time... and it may not be necessary since a lot of the noise has gone
away.

Another solution, one which I have been following, is to send a note to each of
the people that is posting "unwanted noise", PRIVATELY, asking them to stop. 
In a few cases this has worked.  Don't be rude -- most people just did not have
the foresight to remove the "CC" list (some may not even know "how" to do this).
