Wouldn't the site owner's insurance cover things like that?  

Not that I want to perpetuate the Free Loading Toadie image, but I'm
assuming that the site owners, if they are providing insurance, are
passing on its costs to whoever is renting the site.  

Also, I've been told that for $25/year, the Living History Association
will provide site insurance for the events that an entire group holds.
This does not protect autocrats, just sites.
