I have written an essay which I think casts what the Board did at the
January meeting in a different light.  In the interests of less bandwidth, I
have chosen to post it to sca-reform and Rialto, and simply place a pointer
to it here.  If you want a copy, please ask.

(Comments on this distribution method as compared to normal wideband broadcast
also appreciated).
