Not necessarily.

My point was not to attack the practices of the West, but to point out a
difference that I perceived, and to encourage the people who are in the
position to decide to think about this one side of a huge issue: namely,
how does the game change if lots of people are higher-than-AOA awardees?

For a person from Carolingia, this is a change.  For a person from the
West, it is not.  Thus it makes sense for Caroligians/Easterners to
consider the question, and doesn't make much sense for Westerners to do so.

Thank you, however, for correcting some of my assumptions that were
incorrect.  I've only been active out here since the end of November
(versus 7+ years in Carolingia), and still have a lot to learn about the
West.
