Just to clarify the incident, two drivers got in an "exchange" on Rt
95 (flashing headlights, tailgating, etc), and when they pulled over
to have it out, one driver walked to the rear of his car, opened the
trunk, loaded the crossbow with a expanding-tip arrow (which he chose
over target arrows also in the trunk), and shot the guy in the chest.

The proposed measure would allow you to own a crossbow, but would make
it illegal to carry one on your person or to transport one in a car.
They would be in the same class as brass knuckles, some martial arts
weapons, and switchblades.
