I'd like to point out that those Peers are only the tip of an iceberg.
When I was explaining the situation to my lady (for some reason, her
copy of the letter from the Board never arrived, although mine did),
she commented that $35 per year was definitely more than her current
membership was worth to *her*, since she only attends two to three
events per year.  Now admittedly, her presence is less valuable to the
barony, but (a) that's a bad way to think about people, and (b) she's
not costing much.

I suspect that for every now-almost-inactive Peer that would have to
make a close decision on membership, there are dozens of people who
are virtually unknown in their local group, but currently send money
to Milipitas.  Why do they bother to pay?  Plenty of reasons: to find
out about events for the couple of events they go to annually, and
because they've enjoyed the SCA in the past and don't mind supporting
it now.
