Well, maybe this will teach me.

I have done some calling around, and it turns out that I was behind the times 
on arrow/bolt technology.  According to Tepee Archery, the crossbow bolt used
in the highway shooting was I new-ish type of broadhead which does indeed
expand more-or-less on impact, creating what the person at Tepee described
as "three-blades."  I apologize to any who feel they deserve it.

I still stand by another statement which said basicly that if this was 
accidental then I'm William Tell!
