   broadly cross- posted messages, you politely write to to author and
   ask them to not clog up the local mailing list...

Well, another technological approach would be to put a filter in at
bloom-beacon which only allows subscribers to post to the list; others
would get a bounce message saying "please subscribe to the list before
posting".  I'd probably put the list under "majordomo" control first,
so no humans would need to be in the loop in the general case.

Due to time constraints on my part, this is not likely to happen very
soon, but it could happen if the general consensus of the list is that
this would be a good idea.  If the membership of the list is
*overwhelmingly* in favor of this, I'd be inclined to do this.
