    Prof. Goethert,

    Thanks for the VC session note and the proposed program. I will share with
    the participants. I am including here a few questions raised by some
    participants that I sent previously using some other addresses and I not
    sure you got them.
    Ms. Charlotte Allen and Mr. Almeida Fernandes from the PROL (Local
    Government Reform Project) asked:

    1. Regarding the CAP methodology, how to proceed with communities where
    the majority cannot read or write, which is not uncommon in Mozambique"?
    2. In the SA case study how many persons composed the team and which
    their specialities?
    3. How much was the grant?
    4. Would this methodology be suitable for Structure Planning, taking into
    account that no imediate return is envisaged for the communitie?
    5. If funds aren't available could community consultation be carried on?
    if yes, how?
